If you have spent any time comparing Windows 11 Enterprise vs Pro, you have probably noticed something odd. Every comparison table you find lists a dozen features with ticks next to Enterprise and blanks next to Pro, and none of them tell you whether those features matter for the way you actually work. You end up knowing that Enterprise has Credential Guard without knowing whether you need Credential Guard, which is not a useful place to end up.
So this guide does it the other way round. We start with what the two editions genuinely are, including how they are sold, because that turns out to be the single biggest difference between them and it is the one most comparisons skip entirely. Then we go feature by feature and, for each one, say plainly who it helps and who can ignore it. By the end you should be able to say not just what the difference is, but which one you should be running.
The short version, if you want it now: for a home user, a freelancer, a developer, or a small business under roughly twenty machines, Windows 11 Pro is almost certainly the right answer and Enterprise would be an expensive way to get features you will never switch on. For an organisation with a dedicated IT function, compliance obligations, or more than a few dozen managed devices, Enterprise starts earning its place. The interesting part is everything in the middle.

What Windows 11 Enterprise and Pro actually are
Both editions are the same operating system. That is worth saying up front because the comparison charts imply otherwise. Windows 11 Enterprise and Windows 11 Pro share the same kernel, the same driver model, the same shell, the same Explorer, the same Settings app, the same update mechanism and the same application compatibility. A program that runs on one runs on the other. A driver that installs on one installs on the other. If you sat someone down in front of two identical laptops running each edition and asked them to tell you which was which, they could not do it from the desktop alone.
What differs is a set of features that Microsoft has chosen to gate behind the more expensive licence, plus the way the licence itself is bought and applied. The gated features are almost entirely about managing and securing large numbers of machines that belong to an organisation rather than to the person using them. That is the theme running through the entire comparison, and once you see it, most of the individual differences stop needing memorisation. If a feature helps an IT department control a device it does not physically hold, it is probably an Enterprise feature. If it helps the person sitting at the keyboard get work done, it is probably in Pro already.
Windows 11 Pro is the general purpose professional edition. It is what ships on most business laptops you can walk into a shop and buy, it is what most developers run, and it is what a small company without a full-time systems administrator will end up on by default. It includes BitLocker, it can join a domain, it supports Group Policy, it can host a Remote Desktop session, it runs Hyper-V, and it lifts the hardware ceilings that constrain Windows 11 Home. For a very large number of people that is the complete list of things they needed, and everything above it is surplus.
Windows 11 Enterprise is the volume-licensed edition. The word volume is doing real work in that sentence. Enterprise is not a product you buy one of. It is a licensing agreement you enter into, usually per user rather than per device, usually as part of a Microsoft 365 subscription, and usually with a commitment across a fleet. The features it adds assume a fleet exists: they are about pushing configuration to machines you cannot touch, restricting what users can install, isolating browser sessions from the rest of the operating system, and reporting security telemetry back to a central console someone is paid to watch.
The short answer on Windows 11 Enterprise vs Pro
If you want the decision without the reasoning, here it is in one paragraph. Buy Pro if you are an individual, a household, a freelancer, a developer, a creative professional, or a business small enough that someone can walk to each computer when something goes wrong. Buy Enterprise if you have an IT team, if you are subject to compliance rules that require documented device controls, if you deploy machines to people you have never met in person, or if you already pay for Microsoft 365 E3 or E5 and the Enterprise licence is sitting there included in what you are paying.
The reason the answer is that lopsided is that Pro is not a cut-down edition. It is a complete professional operating system, and the features Enterprise adds sit on top of infrastructure that most smaller organisations do not have and would not want to build. Credential Guard is genuinely excellent protection against credential theft on a network with a domain controller and lateral movement risk. On a five-person company where everyone signs in with a Microsoft account and there is no domain at all, it protects against a threat that does not exist in that environment.
The corollary is worth stating too, because people get it backwards. Running Pro instead of Enterprise does not mean running an insecure machine. Pro has BitLocker full disk encryption, Windows Hello, Secure Boot, TPM enforcement, virtualisation-based security, Microsoft Defender Antivirus with cloud protection, controlled folder access, SmartScreen, and the entire hardware security baseline that Windows 11 requires of every edition. The security floor in Windows 11 is high across the board. Enterprise raises the ceiling for organisations that need to prove they raised it.
How you can and cannot buy each edition
This is the difference that decides the question for most people, and it is strange how rarely it appears in comparisons. The two editions are not sold the same way at all, and for a large share of readers the buying model rules one of them out before any feature discussion begins.
How Windows 11 Pro is sold
Pro is sold as an ordinary product. It comes preinstalled on machines from every major manufacturer, it can be bought as a retail licence, it exists as an OEM licence tied to the first machine it activates on, and it can be bought through volume licensing as well if an organisation wants it that way. You can buy exactly one. You can buy one for a machine you already own and upgrade in place from Home without reinstalling anything. There is no minimum, no agreement, no annual commitment, and no requirement to have any other Microsoft service.
The distinction between retail and OEM matters if you plan to move the licence later, and it is a genuinely important distinction that catches people out. How Windows 11 Enterprise is sold
Enterprise is not available as a standalone one-off purchase from Microsoft in any normal retail channel. You get it in one of a small number of ways, and all of them involve an ongoing relationship rather than a transaction. The most common route today is a Microsoft 365 subscription at the E3 or E5 tier, or Windows 11 Enterprise E3 or E5 bought on its own as a per-user subscription. There are also traditional volume licensing agreements through the Microsoft Enterprise Agreement or a Cloud Solution Provider partner, which is how larger organisations with existing procurement arrangements usually get there.
The practical consequence is that Enterprise licensing follows the user, not the machine. A licensed user can run Enterprise on several devices under the terms of most current agreements. That is a genuinely different model from the one Pro uses, where the licence attaches to a device and stays there. It suits an organisation where people have a laptop, a desktop and a virtual machine each. It suits nobody who wants to license a single computer once and never think about it again.
There is a second consequence that trips people up during deployment. Enterprise is usually applied by upgrading an existing Pro installation rather than by installing Enterprise from scratch. A device ships with Pro, the user signs in with a work account that carries an Enterprise licence, and the edition changes automatically. Microsoft calls this subscription activation. It means the Pro licence underneath still matters, and it means that if the subscription lapses the device gracefully drops back to Pro rather than deactivating entirely.
What that means if you are a small business
If you run a business with a handful of staff, you have probably already found that nobody will sell you three copies of Windows 11 Enterprise. That is not an oversight and it is not a case of needing to find the right reseller. It is the product design. The answer for businesses at that size is Windows 11 Pro on the devices, and if you want centralised management, Microsoft 365 Business Premium adds Intune device management and several security features on top of Pro without moving you to the Enterprise edition at all.
That combination is the one most people in the Windows 11 Enterprise vs Pro debate should actually be looking at, and it almost never appears in the comparison because it does not fit in a two-column table. Business Premium gives a small organisation conditional access, device compliance policies, application protection, and remote wipe, running on Pro. It closes most of the practical gap without the licensing commitment.

Here is the comparison in full. Read it once for the shape rather than trying to memorise it, then read the sections underneath for what each line actually means in practice.

Notice how much of that table is identical. The rows where both columns say Yes are not filler. They are the point. Domain join, Group Policy, BitLocker, Hyper-V, Autopilot and mobile device management are the capabilities that most people assume separate the editions, and they do not. They separate Pro from Home. Windows 11 Home cannot join a domain, cannot run Group Policy, cannot host a Remote Desktop session and does not include Hyper-V, which is why the Home versus Pro comparison is a much more consequential decision for most buyers than this one.
Security features only Enterprise gets
This is where the marketing pressure lives, so it is worth being precise about what each of these does and, more importantly, what threat it addresses. A security feature that mitigates a risk you are not exposed to is not adding security to your machine. It is adding a line to a compliance report.
Credential Guard
Credential Guard uses hardware virtualisation to move the part of Windows that handles secrets into an isolated container that the main operating system cannot read. The specific attack it defeats is credential dumping: malware that has already achieved administrator rights on a machine reads password hashes and Kerberos tickets out of memory, then uses them to authenticate as that user on other machines across the network. That technique, usually called pass-the-hash, is how a single compromised laptop becomes a compromised domain.
It is a genuinely strong control and it closes a real hole. It also depends entirely on there being a network of machines sharing a directory to move between. On a standalone computer signed in with a Microsoft account, there is nothing meaningful to steal from memory and nowhere lateral to go with it. That is why Credential Guard is an Enterprise feature and why its absence from Pro is not the gap it looks like on paper for a small deployment.
Microsoft Defender Application Guard
Application Guard opens untrusted websites, and in some configurations untrusted Office documents, inside a lightweight Hyper-V container that is separate from the host operating system. If something malicious runs there it is running inside a disposable virtual machine with no access to your files, your credentials or your network shares. Closing the session throws the container away.
The honest note here is that Microsoft has been steadily deprecating Application Guard for Office and shifting emphasis toward other isolation approaches, and browser vendors have improved their own sandboxing considerably. It is still an Enterprise feature and it still works, but it is not the deciding factor it was a few years ago.
AppLocker and Windows Defender Application Control
These two are about application allowlisting: deciding centrally which executables, scripts, installers and libraries are permitted to run, and blocking everything else. That is a fundamentally different security posture from antivirus. Antivirus asks whether something looks bad. Allowlisting asks whether something is on the approved list, and if it is not, the answer is no regardless of how benign it looks.
AppLocker is the older Group Policy based mechanism and it is Enterprise only. Windows Defender Application Control is the newer and stronger one, and the situation there is more nuanced than most comparison tables allow: the enforcement engine exists on Pro, but the practical policy deployment and management story is built around Enterprise and Intune. If you genuinely need allowlisting, you need Enterprise, and you need someone whose job includes maintaining the policy, because a stale allowlist that blocks a business-critical update at nine in the morning is its own kind of outage.
Personal Data Encryption
Personal Data Encryption is a more recent addition that encrypts specific user folders with a key tied to the user’s Windows Hello credential rather than to the device. The difference from BitLocker is meaningful. BitLocker protects data when the machine is off or stolen. Once the machine boots and the disk is unlocked, the data is readable by anything running as that user. Personal Data Encryption keeps protected folders sealed until the user actually authenticates with Hello, which narrows the window considerably on a shared or multi-user device.
Both editions have BitLocker, so the baseline of full disk encryption is covered either way. If your concern is a laptop left in a taxi, Pro already handles it. If your concern is a device with several accounts where one user should not be able to reach another user’s documents even with local administrator rights, that is where the Enterprise feature earns its keep.
Microsoft Defender for Endpoint
This is the one that most often justifies the whole licence in practice. Defender for Endpoint is the detection and response platform: centralised alerts, automated investigation, attack surface reduction rules managed from a console, threat and vulnerability management, and the ability for a security analyst to isolate a machine from the network remotely while an incident is being worked. The Windows client hooks that make the deeper parts of it work are Enterprise features, and the full platform arrives with E5.
Pro machines still get Microsoft Defender Antivirus with cloud-delivered protection, real time scanning, tamper protection and controlled folder access, all of which is a good local antivirus. What Pro does not get is the fleet-wide visibility layer above it. If nobody in your organisation is going to look at a security console, that layer has no value. If somebody is, it has a great deal.
Management and deployment differences
People assume this is the main axis of the Windows 11 Enterprise vs Pro comparison and are surprised to find how much of it Pro already covers. The management gap is narrower than the security gap.
Group Policy and Intune
Both editions support Group Policy in full. Both support enrolment in Microsoft Intune. Both can be configured through configuration service providers, both honour policy from a domain controller, and both can be managed by the same tools. If your plan is to write a Group Policy object that sets a password policy, deploys a printer, disables removable storage and configures the Start menu layout, Pro will do all of that.
The distinction is which settings exist to be configured, not whether the mechanism works. An Enterprise-only feature is still Enterprise-only if you try to switch it on with Group Policy from a Pro machine. The policy applies, the feature does not activate. That is a subtle failure mode worth knowing about, because it produces a machine that looks configured and is not.
Windows Autopilot
Autopilot is the zero-touch provisioning system: a device is shipped straight from the manufacturer to the employee, they open it, connect to the internet, sign in with their work account, and the machine configures itself with the organisation’s applications, settings and policies without IT ever touching it. It is one of the genuinely transformative features of modern Windows management.
It works on Pro. This is the single most common misconception in the whole comparison. Autopilot requires Microsoft Entra ID and Intune, both of which are separate subscriptions, but it does not require the Enterprise edition of Windows. A small business on Microsoft 365 Business Premium with Pro devices can run Autopilot exactly as a large one does.
Windows Update for Business and servicing
Update deferral, maintenance windows, staged rollout rings, driver update control and the ability to pause a problematic update are all available on Pro. Where the editions diverge is not the control mechanism but how long each release is supported, which is the next section and is more significant than it first appears.

The update lifecycle difference nobody mentions
Here is a difference that never makes the feature tables and that has more day-to-day effect on an IT team than half the security features above.
Support length per release
Windows 11 ships an annual feature update. On Pro, each of those releases is supported with security updates for twenty-four months from its release date. On Enterprise and Education, the same release is supported for thirty-six months. That extra year means an organisation on Enterprise can skip a release entirely and still remain on a supported build, which changes the deployment calendar completely. Instead of validating and rolling out a new version every year, you can validate every other year and use the intervening time on something else.
For a small business that lets Windows update itself, this is invisible. For an organisation that has to test line-of-business applications against every build before deploying it, that extra twelve months is worth real money in staff time. It is the quiet reason a lot of larger companies stay on Enterprise even when they use almost none of the security features. Microsoft publishes the exact end-of-servicing dates per release and per edition on its Windows 11 release information page, which is the only source worth trusting for those dates.
LTSC, and why it is a separate thing
Windows 11 Enterprise LTSC is the Long-Term Servicing Channel edition. It receives no feature updates at all, only security fixes, for a support window measured in years rather than months. It ships without the Microsoft Store, without most of the bundled applications, and without the parts of Windows that change on a consumer cadence.
It exists for machines that are not really personal computers in the normal sense: manufacturing controllers, medical imaging equipment, air traffic systems, point-of-sale terminals, ATMs, laboratory instruments. Microsoft is direct about this and states plainly that LTSC is not intended for general office use. People nonetheless try to run it as a daily driver on the theory that fewer updates means a cleaner system, and they run into missing Store apps, driver support gaps on newer hardware, and features that arrived after their build was frozen.
It is worth knowing LTSC exists because it appears in Enterprise licensing conversations, and worth knowing it is almost certainly not what you want. Pro has no LTSC equivalent, and that is not a limitation you should feel.
Virtualisation and remote work rights
This category is where the licensing model shows up as a feature difference, which makes it confusing until you see what is going on.
Hyper-V on both
Both Pro and Enterprise include Hyper-V, the built-in hypervisor, and both include Windows Sandbox, the disposable clean-Windows-instance feature that is genuinely useful for testing an installer you are not sure about. Developers who assumed they needed Enterprise for virtualisation do not. Pro runs virtual machines, nested virtualisation, WSL 2 and containers exactly as Enterprise does.
Windows 365 and Azure Virtual Desktop
Here the difference is real but it is a licensing right rather than a capability. Enterprise licences carry the right to run Windows in the cloud through Windows 365 Cloud PC or Azure Virtual Desktop, including the multi-session capability where several users share one Windows instance. Pro does not carry those rights. This has nothing to do with what the software can technically do and everything to do with what the agreement permits, which is exactly the kind of distinction that gets organisations into trouble during an audit.
If part of your plan involves virtual desktops delivered from Azure, that requirement alone decides the Windows 11 Enterprise vs Pro question regardless of every other line in the table.
Remote Desktop host
Both editions can act as a Remote Desktop host, accepting one incoming session at a time. Neither can serve multiple simultaneous remote users; that is a Windows Server capability and it requires separate client access licences, which is an entirely different licensing conversation covered in our guide to Windows Server CALs. People regularly buy Enterprise expecting multi-user remote desktop and are disappointed. It is not there.
Hardware limits: memory and processors
Pro supports up to 2 TB of physical memory. Enterprise supports up to 6 TB. Both support two physical CPU sockets and both handle very high core counts without complaint.
For essentially everyone this is a non-difference. Workstations that exceed 2 TB of installed RAM exist, but they are specialised machines built for computational chemistry, large-scale simulation or in-memory analytics, and the people specifying them already know which edition they need. If you are reading a comparison article to decide, you are not hitting the 2 TB ceiling.
The comparison worth knowing is with Home, which caps at 128 GB and supports one socket. That is a ceiling real people hit, and it is one of the more practical reasons to move from Home to Pro on a workstation.
What Pro already does that people think it cannot
A surprising amount of the demand for Enterprise comes from beliefs about Pro that are simply out of date. It is worth listing them, because if two or three of these are why you were considering the upgrade, the decision resolves itself.
Pro can join an Active Directory domain and receive Group Policy. Pro can join Microsoft Entra ID and enrol in Intune. Pro can be provisioned with Autopilot. Pro has BitLocker with full Group Policy control over recovery keys and encryption strength. Pro can be locked into kiosk mode with Assigned Access. Pro supports Windows Hello for Business, including certificate-based deployment. Pro runs Hyper-V and Windows Sandbox. Pro can be configured with Windows Update for Business rings and deferrals. Pro supports Secure Boot, TPM 2.0, memory integrity and virtualisation-based security, which are the hardware security features that make a Windows 11 machine meaningfully harder to attack than a Windows 10 one.
Pro can also be managed at scale. There is a persistent idea that centralised management is what you buy Enterprise for, and it has not been true for years. Intune manages Pro devices with the same policies, the same compliance rules and the same conditional access as Enterprise devices. What changes is the set of Enterprise-only knobs available inside those policies, which is a narrower gap than the words centralised management suggest.
What Enterprise does not give you
Equally, some things people expect from Enterprise are not in it, and finding out afterwards is expensive.
Enterprise does not include Microsoft Office. The Windows licence and the Office licence are separate products with separate lifecycles, and a Microsoft 365 E3 subscription includes both because the subscription bundles them, not because the Windows edition contains Office. Enterprise does not include Microsoft Intune, Microsoft Entra ID P1 or P2, or Microsoft Defender for Endpoint as services. The Windows client contains the hooks; the services are subscriptions. Buying Windows 11 Enterprise E3 without Intune gives you an edition with management features and no management platform to point them at.
Enterprise does not permit multiple simultaneous Remote Desktop sessions, as noted above. Enterprise does not remove the annual feature update cadence unless you specifically deploy LTSC. Enterprise does not make a device faster, and it does not strip out the consumer applications and widgets from the standard build, though policy can hide most of them on either edition.
And Enterprise does not come with a product key you can type into a machine to convert it in the normal retail sense. Which brings us to the part where the market gets murky.
How to actually move a machine from Pro to Enterprise
There are three legitimate paths, and knowing which one applies to you avoids a lot of wasted effort.
Subscription activation
This is the modern default and the one most organisations use. The device runs Windows 11 Pro, joined to Microsoft Entra ID. A user with an Enterprise E3 or E5 licence signs in with their work account. Windows checks the licence, steps the edition up to Enterprise automatically, and no key is entered anywhere. If the user’s licence is removed later, or the subscription lapses, the machine steps back down to Pro at the next check rather than deactivating and displaying the activate Windows watermark. The Pro licence underneath is what makes that graceful fallback possible, which is why Microsoft requires Pro as the base.
Volume licence key deployment
Organisations with a traditional volume licensing agreement receive a Multiple Activation Key or use a Key Management Service host on their own network. Machines are converted with a generic volume licence key and then activated against the internal KMS server or against Microsoft’s activation service with the MAK. This is the older model. It still works and plenty of large environments still run it, but it requires the volume licensing agreement to exist in the first place, and the keys are issued under that agreement rather than sold as products.
Changing edition in place
Both paths above change the edition without reinstalling Windows. That is worth emphasising because people expect a wipe and reload. The upgrade from Pro to Enterprise is an in-place edition change: applications, files, settings and drivers stay exactly where they are, and the machine reboots into the same desktop with a different edition string. Going the other direction, from Enterprise back down to Pro, is also possible but is less clean and in some configurations does require a reinstall, so it is worth being sure before you convert a fleet.
Where cheap Enterprise keys come from, and why we do not sell them
If you search for a Windows 11 Enterprise key you will find plenty of listings offering one for less than a Pro licence costs. It is worth understanding what those actually are, because the mechanics explain the risk better than a warning does.
Enterprise is licensed by agreement, not sold as individual keys, so a single Enterprise key offered on its own has to have come out of somewhere it was not supposed to leave. The usual sources are a Multiple Activation Key extracted from a volume licensing agreement and resold well beyond its permitted activation count, a key issued under an education or non-profit agreement being sold outside those terms, or a KMS activation dressed up as a licence, which is not a licence at all and expires on a rolling basis until the emulator stops responding.
What happens next is predictable. Microsoft blocks the MAK once the abuse is detected, and every machine activated with it fails at the next validation check. The machine does not stop working, but it drops out of activation and starts showing the watermark, and there is no support path because the key was never yours. For an organisation that is a fleet-wide incident rather than an inconvenience.

Windows 11 Enterprise vs Pro for specific situations
The general answer is less useful than the specific one, so here are the situations people are usually in when they search this.
A freelancer or one-person business
Pro, without hesitation. You cannot buy Enterprise as an individual in any straightforward way, and everything you would use it for is either already in Pro or requires a management platform you have no reason to run. Buy Pro, turn on BitLocker, use Windows Hello, keep updates current, and you have a properly secured professional machine.
A business with five to twenty staff
Pro on the devices, and if you want centralised control, Microsoft 365 Business Premium on top. Business Premium is capped at three hundred users, includes Intune, includes Entra ID P1, includes Defender for Business, and includes Office. It is designed precisely for this situation and it is the answer far more often than Enterprise is. The one thing to check is whether any compliance requirement you are subject to names a specific Enterprise-only control, because that is the only common reason a business this size genuinely needs to move.
An organisation of fifty to three hundred people
This is the real decision zone. Business Premium still covers you up to three hundred users and is usually the better value, but the calculus starts to shift if you have a dedicated IT hire, if you need application allowlisting, if the extra twelve months of servicing per release would materially change your deployment workload, or if you are running virtual desktops. Work out which of those apply before comparing anything else; if none do, stay where you are.
Larger organisations and regulated industries
Enterprise, and usually E5. Once you are subject to a framework that requires documented endpoint controls, centralised detection and response, and evidence that you can isolate a compromised device, you are buying the reporting and the auditability as much as the features. Finance, healthcare, defence, government and anyone handling regulated data tends to end up here not because Pro is insecure but because Pro does not produce the paperwork.
Schools and universities
Neither, in most cases. Windows 11 Education is effectively Enterprise with education-appropriate defaults and dramatically different pricing through academic agreements. If you are in an educational institution, that is your edition, and comparing Enterprise against Pro is the wrong comparison entirely.
Developers and technical users at home
Pro. Hyper-V, WSL 2, Windows Sandbox, nested virtualisation, Remote Desktop, Group Policy Editor and BitLocker are all present. There is no development capability gated behind Enterprise. The only reason a developer needs Enterprise is if their employer’s fleet runs it and they are testing against that configuration.
How to check which edition you are running
Before you buy anything, confirm what is already installed, because a surprising number of machines are running a different edition than their owner believes.
The fastest route is the Settings app: open Settings, go to System, then About, and read the Edition line under Windows specifications. It will say Windows 11 Home, Windows 11 Pro, Windows 11 Enterprise or Windows 11 Education. The same screen shows your version number and build, which matters when you are checking whether a feature exists on your release yet.
For more detail, press the Windows key and R together, type winver and press Enter for a version dialog, or open Command Prompt and run systeminfo for a fuller report including the OS name and configuration. If you want to see the licensing state rather than just the edition, open Command Prompt as an administrator and run the slmgr script with the dli switch for a summary or the dlv switch for the detailed version, which shows the licence description, the partial product key and the current activation status.

The honest trade-offs
Nothing is free, and Enterprise carries costs that do not appear as line items.
The first is complexity. Enterprise features are configuration surfaces, and configuration surfaces need owners. AppLocker policies drift out of date. Application Guard breaks a workflow nobody tested. Credential Guard is incompatible with some older virtualisation and authentication software and will silently prevent it from working. Every one of those is manageable with a competent administrator and every one is a recurring outage without one.
The second is the commitment shape. Enterprise is a subscription. It renews, the per-user count is audited, and when a project’s budget gets cut the licences do not simply stop costing money at a convenient moment. Pro is bought once and sits there. For an organisation with variable headcount that difference is worth thinking about carefully.
The third is the temptation to over-buy. It is easy to look at the feature table, see twelve rows where Enterprise says Yes and Pro says No, and conclude that Pro is missing twelve things you need. In practice most organisations that move to Enterprise use two or three of those twelve, and often the two they use most are the extended servicing window and the Defender for Endpoint integration, neither of which is why they thought they were buying it.
The trade-off in the other direction is real too. If you are subject to a compliance regime and you deploy Pro, you will spend time and money assembling third-party equivalents for controls that Enterprise includes, documenting them, and defending them to an auditor. That is frequently more expensive than the licence.
Mistakes people keep making
These come up over and over, and each of them costs somebody time.
Buying an Enterprise key from a marketplace listing. As covered above, there is no legitimate individual Enterprise key. What arrives is a MAK that will be blocked or a KMS activation that will lapse.
Assuming Enterprise is required for Intune, Autopilot or Group Policy. It is not, for any of the three. This misconception alone drives a meaningful share of unnecessary upgrades.
Installing Enterprise LTSC as a daily driver because it sounds stable. You lose the Store, you lose newer features permanently, and driver support on recent hardware becomes your problem.
Expecting multi-user Remote Desktop. Neither edition provides it. That capability lives in Windows Server with client access licences.
Converting a fleet from Pro to Enterprise and then discovering the subscription does not cover a contractor’s personal device. Per-user licensing has boundaries and they are worth reading before deployment day.
Comparing Enterprise against Pro when the real question was Home against Pro. If your machine cannot join a domain, cannot open the Group Policy Editor and has no BitLocker option, you are on Home, and the upgrade you need is one step lower than the one you are researching.
Forgetting that changing edition can affect activation state. If you convert a machine and it later loses its licence, you will see activation prompts and possibly error codes such as 0xC004F074, which is the classic symptom of a machine trying and failing to reach a Key Management Service host.
A practical way to decide
Work through this in order and stop at the first line that applies to you.
If you cannot open the Local Group Policy Editor on your current machine, you are on Home and your upgrade is to Pro. Stop there.
If you are an individual, a freelancer or a household, buy Pro. You cannot practically buy Enterprise and you do not need it.
If you already pay for Microsoft 365 E3 or E5, you already have Enterprise. Deploy it through subscription activation and stop paying attention to this comparison entirely.
If a written compliance requirement names application allowlisting, endpoint detection and response, or credential isolation, you need Enterprise. Budget for the management platform as well as the licence.
If you plan to run Windows 365 Cloud PC or Azure Virtual Desktop, you need Enterprise for the use rights.
If you have fewer than three hundred users and none of the above applied, buy Pro licences and evaluate Microsoft 365 Business Premium for the management layer. That combination covers the overwhelming majority of real organisations.
If you have more than three hundred users, you have outgrown Business Premium and Enterprise is the natural destination whether or not you use every feature.
Frequently asked questions
Is Windows 11 Enterprise faster than Pro?
No. They share the same kernel, scheduler, memory manager and graphics stack. Any performance difference between two machines running each edition comes from the policies applied to them, not the edition. A heavily managed Enterprise machine with real-time security scanning and application control can be marginally slower than an unmanaged Pro machine, if anything.
Can I buy a single Windows 11 Enterprise licence?
Not through any normal retail channel. Enterprise is licensed per user through Microsoft 365 E3 and E5, through standalone Windows Enterprise E3 and E5 subscriptions, or through volume licensing agreements. Individual keys offered for sale are almost always misappropriated volume keys or KMS activations.
Can I upgrade from Windows 11 Pro to Enterprise without reinstalling?
Yes. Both subscription activation and volume key deployment change the edition in place. Your applications, files, settings and drivers stay exactly as they are and the machine simply restarts into the new edition.
What happens if my Enterprise subscription expires?
The device steps back down to Windows 11 Pro at the next licence check, provided the underlying Pro licence is still valid. It does not deactivate or stop working. Enterprise-only features become unavailable, and any policies depending on them stop being enforced, which is the part worth planning for.
Does Windows 11 Enterprise include Microsoft Office?
No. The Windows edition and the Office suite are separate licences. A Microsoft 365 E3 subscription includes both because the subscription bundles them together, but Windows 11 Enterprise on its own contains no Office applications.
Is Windows 11 Pro secure enough for a business?
For most businesses, yes. What is the difference between Windows 11 Enterprise and Enterprise LTSC?
Standard Enterprise follows the annual feature update cadence with thirty-six months of support per release. LTSC receives no feature updates at all, only security fixes, over a much longer support window, and ships without the Store and most bundled applications. LTSC is intended for fixed-purpose devices such as industrial and medical equipment, not for general office use.
Can Windows 11 Pro be managed with Microsoft Intune?

The bottom line on Windows 11 Enterprise vs Pro
The two editions are the same operating system with a different licensing model and a set of features aimed at organisations that manage devices at scale. The features are real and the organisations that need them genuinely need them. But the gap is narrower than the comparison tables suggest, because Pro already includes domain join, Group Policy, Intune management, Autopilot provisioning, BitLocker, Hyper-V and the full Windows 11 hardware security baseline.
What Enterprise adds is credential isolation, application allowlisting, endpoint detection integration, an extra twelve months of servicing per release, cloud desktop use rights, and the ability to demonstrate all of that to an auditor. If you can name which of those you need and who will maintain it, Enterprise is the right answer. If you cannot, Pro is, and you will not be missing anything you would have used.
